Tsageri Local Development Strategy (LDS)
In 2024, the Tsageri LAG developed a Local Development Strategy (LDS) for Tsageri Municipality, involving various stakeholders - civil society, various groups of the local population, the business sector and local authorities, using the LEADER approach. LDS was developed with the support of the European Union.

A place that is clearly marked on the map as a diverse tourism destination

A community where the quality of life is constantly increasing and where youth who have left the municipality return because of the development and opportunity for an interesting life

A clean and safe environment where all members of society enjoy life, have access to a variety of services, cultural, educational and sporting spaces and events, and can realize their skills and abilities
To achieve this vision, we have defined four priority areas
Promoting the development of the tourism sector as one of the promising directions for strengthening the municipality.
In this direction we will work to:
Increase the awareness of Tsageri Municipality as a tourist destination - Tsageri, as a tourist destination, is little known among both local and international travelers. Without the promotion of tourism in the municipality, it will be difficult to attract economically significant tourist flows in the short and medium term. Accordingly, the goal of this task is to promote Tsageri Municipality as a tourist destination, which should increase travelers' interest in Tsageri Municipality during the travel planning process.
Promote the development of diverse tourism products - Tsageri Municipality has the potential to offer visitors a variety of tourism products, however, currently the products are quite monotonous and even with a potential increase in the number of visitors, the income received from visitors to the municipality will be quite limited. Accordingly, it is important to diversify the products in order to (1) attract visitors with the most diverse tastes to the municipality and (2) encourage visitors to spend more money in the municipality. This will contribute to the further development of tourism in the municipality and create new employment opportunities on the ground.
Promote the development of tourism infrastructure - Tsageri Municipality has a poorly developed tourism infrastructure, although the number of visitors is quite small at this stage. In order for the tourism sector to develop, in addition to information campaigns and product diversification, it is important for the tourism infrastructure to be developed accordingly. Accordingly, the objective of the task is to plan and implement measures that ensure the infrastructure is in place to meet the expected growing tourist flows.
Promoting the development of the agricultural sector as one of the traditional directions, where, in addition to the experience of the local population, Tsageri - with clean air and water, has a competitive advantage over other regions of Georgia.
In this direction we will work to:
Increase the awareness of Tsageri Municipality as a place producing natural and biologically pure agricultural products - Tsageri Municipality has few resources to produce agricultural products on a large scale, and as a tourist destination, it is little known among both local and international travelers. Without the promotion of tourism in the municipality, it will be difficult to attract economically significant tourist flows in the short and medium term. Accordingly, the goal of this task is to promote Tsageri Municipality as a tourism destination, which should increase travelers' interest in Tsageri Municipality in the travel planning process.
Support for the development of small and medium-sized enterprises in the agricultural sector - According to current data, the agricultural sector in Tsageri Municipality is mainly developed in primary production - production of raw materials, which is relatively less profitable for farmers and provides less opportunity for development. This, to some extent, determines the fact that almost the absolute majority of the population (except for 4% of households) produces agricultural products only for household consumption and not for sale. Accordingly, this task was defined by the local action strategy, which aims to promote the development of small and medium-sized enterprises in the agricultural sector in Tsageri Municipality, especially processing production and various forms of innovative access to markets.
Small and Medium Business Development and Diversification, since entrepreneurial activity in Tsageri Municipality is quite homogeneous, diversification will reduce risks and contribute to the economic strengthening of the municipality.
In this direction we will work to:
Raise awareness and skills of entrepreneurship among the local population - Small and medium-sized entrepreneurship is poorly developed in Tsageri Municipality, and at the same time, a survey conducted within the framework of the project "New Life of Mountainous Georgia" revealed that there is less interest and/or skills and knowledge in entrepreneurship among the population. Accordingly, the goal of this task is to interest the population of Tsageri Municipality in entrepreneurship and to equip those who are interested in entrepreneurship with the appropriate skills.
Promote the diversification of small and medium-sized businesses in Tsageri Municipality - Small and medium-sized businesses in Tsageri Municipality are mostly homogeneous and mostly represented in seasonal directions, which increases the municipality's dependence on specific sectors. A survey conducted within the framework of the project "New Life for Mountainous Georgia" revealed that the main reason why individuals do not start a business in Tsageri Municipality is the lack of initial capital, while when it comes to various grant competitions and programs, the main reason for non-participation is the lack of ideas. Accordingly, the goal of this task is to promote the development of the small and medium-sized sector in Tsageri Municipality through diversification and improved access to capital.
Youth support to reduce youth outflow from the municipality and to motivate those who have already left to return and continue their activities on site.
In this direction we will work to:
Create opportunities for socialization and interesting life for young people living in the municipality - one of the concerns of young people during the preparation of the strategy was the lack of socialization and interesting life in the municipality itself, which pushes them to seek a more interesting and promising life elsewhere. The goal of this task is to create an environment for young people that will make living in Tsageri municipality attractive for them.
Support the acquisition of promising/in-demand skills and knowledge for young people living in the municipality - In addition to preschool and school education institutions, opportunities for acquiring promising and in-demand skills and knowledge on the spot are practically impossible in the Tsageri municipality. This, accordingly, makes it practically impossible for young people living in the Tsageri municipality, who do not have the desire/possibility to go elsewhere, to acquire knowledge and skills important for their development and self-realization on the spot.
